Presenter Bios

Mark Kumpf

Principal Director, Animal Control and Care Academy

Mark Kumpf is an internationally and nationally respected animal control professional who has been in the field for thirty five years. He started his career in animal welfare in 1989 with the City of Norfolk, Virginia Police Department, opening the city’s animal shelter in 1996. In 2004, he was named Superintendent of the newly formed Animal Services Division for the City of Newport News, Virginia.  


Mark was selected as the Director of the Montgomery County Animal Resource Center in 2006 serving through 2018. He served as Director of Care for the City of Detroit Department of Animal Care and Control from 2019 to 2023 where he raised the live release rate to over 90%. In 2023 he became the owner of Animal Control and Care Academy, training & consulting nationally and internationally. 

During his career, he has trained thousands of animal control officers, law enforcement personnel and animal welfare workers in the United States, Australia, New Zealand, the United Kingdom and American Samoa. 


He has received numerous awards including being recognized as Animal Control Officer Of The Year twice by the Virginia Federation of Humane Societies, Millennium International ACO by the Western Australian Rangers Association, Outstanding Animal Welfare Contribution Award by the United Kingdom National Dog Wardens Association, and received the Pursuit of Justice Award from the Association of Prosecuting Attorneys in 2015.


Jeff Ladieu

Patriot Resilient Leader Institute (PRLI), DBA Camp Resilience

Jeff is a seasoned leader with over 25 years of experience in law enforcement, organizational leadership, and public safety. A retired Captain from the New Hampshire State Police, he most recently served as Commander of the Justice Information Bureau, overseeing critical units including Communications, Criminal Records, NCIC, and the Sexual Offender Registry.
 

Throughout his career, Jeff held diverse roles—from SWAT Team and Cold Case Commander to leading the Polygraph and Communications Units. He began his law enforcement journey in Troop F after serving in the 75th Ranger Regiment under U.S. Army Special Operations Command.

The Patriot Resilient Leader Institute (PRLI), DBA Camp Resilience is a 501(c)(3) nonprofit founded in 2014, dedicated to enhancing the well-being of military service members, veterans, first responders, and their families. Through outdoor experiential learning in New Hampshire’s Lakes Region, the organization provides a unique environment for participants to reconnect with themselves and others while building practical skills for long-term wellness.

 

Greg Iworsky

Southern New Hampshire Special Operations Unit

Greg Iworsky brings a wealth of real-world experience and leadership to trauma management training. He served five years in the United States Marine Corps from 2000 to 2005, including a combat deployment to Iraq where he conducted over 100 combat patrols. During his service, he provided critical medical care in high-stress environments, treating gunshot wounds, blast injuries, and other traumatic conditions.

In August 2005, Greg began his law enforcement career after graduating from the New Hampshire Police Academy. He continues to serve as a police sergeant, building extensive experience in public safety and emergency response. For nearly 16 years, he has been a member of the Southern New Hampshire Special Operations Unit, where he currently serves as a Tactical Incident Commander. In this role, he has also served as a team medic, providing medical support and training to fellow operators.

Throughout his law enforcement career, Greg has been deeply committed to education and preparedness. He has trained school staff, students, and members of the private sector in active shooter response and trauma management. His approach is grounded in a critical reality: in many emergencies, immediate action by those on scene can make the difference between life and death, as first responders may not arrive in time. Greg’s mission is to equip as many people as possible with the knowledge and skills needed to respond effectively in those crucial moments.

 

Corie Bliss

With over 27 years of experience in animal control, law enforcement, veterinary medicine, and animal science education, Corie currently serves as a Veterinary Science Instructor at the Wilbur H. Palmer Career & Technical Center.  Additionally, she works as a part-time certified Police Officer with the Salem Police Department where she previously worked as their Animal Control Officer.

Her background includes more than a decade in veterinary medicine including emergency, specialty and general practice. Corie has extensive field experience in responding to animal emergencies, and leadership roles in multiple state and regional animal control organizations. Corie holds numerous certifications, including National Animal Control Officer Certification, Wildlife Control Operator training, and Technical Large Animal Emergency Rescue. Corie has been a 4H member/leader and FFA advisor for years where she is involved in agricultural education.

Michelle Murch

Investigator & Equine and Farm Program Manager, NHSPCA Animal Protection Division

Michelle Murch is a retired  mounted patrol officer who built her career handling horses in high-risk, unpredictable environments with a no-nonsense, safety-first mindset. She combines street-level law enforcement experience with deep, hands-on work rehabilitating and rehoming neglected horses, making her an asset in large animal investigations. Currently an Investigator with the Animal Protection Division and Equine and Farm Program Manager at the New Hampshire SPCA, Michelle has a sharp focus on real-world tactics, officer safety, and decisive action in the field.

 

Tona McCarthy

Investigator, NHSPCA Animal Protection Division

Tona McCarthy has over twenty years of animal-related law enforcement experience.  He has built a career dedicated to the investigation and prosecution of animal cruelty cases.  Tona is certified in the Incident Command System (ICS) and has served as a D.A.R.T. (Disaster Animal Response Team) member.  Tona holds a seat on the Governor’s Commission, contributing expertise to statewide policy and animal welfare initiatives.  Tona received his ACO certification from NACA, and is certified in Equine Investigations by AACIS.  He has extensive experience in large-scale and high-profile animal investigations throughout the state of New Hampshire.   Tona currently serves as a an Investigator with The New Hampshire SPCA Animal Protection Division.

 

Tiffany Ryder

Investigator & Administrator, NHSPCA Animal Protection Division

Tiffany Ryder is a retired Police Officer and served with the Oceanside Police Department in San Diego County, California.  As a Police Officer, Tiffany was assigned to many roles to include Arson & Explosives Investigator, Detective in Property Crimes, Detective in Family Protection (Sex Crimes & Domestic Violence), Detective in Crimes of Violence (Homicide & Violent Crimes), and Major Crime Scene Manager.  She earned a Masters of Forensic Science from National University and a Bachelor of Arts from The University of New Hampshire, Durham.  Tiffany received her ACO certification from NACA, and was certified in Equine Investigations by AACIS.  Tiffany is the newest member of the Animal Protection Division and began working at The New Hampshire SPCA in 2024.
